Start of a new residency management system begins in July 2012

The Align Registration Law will be abolished in July 2012 and Immigration Control and Refugee Registration Law of the Basic Resident Register will change.

"The law which revises partly of the Law of the Basic Resident Registers" which made foreign residents (same as Japanese nationals) applicable of the Law of the Basic Resident Registers, was proclaimed on July 15, 2009. Enactment is planned on the day （around July 2012）of enactment of revised law, such as Immigration Control and Refugee Recognition Law.  

The Alien Registration System will be abolished, adding the Law of the Basic Resident Registers to foreign residents.

After the law will enact, the matter, which will be changed, are as follows.

A Resident Card will be issued also for the foreign resident

Like Japanese nationals, a resident card will be issued for foreign residents as well. As a result, all household members will become indicated in the copy of the resident card even if the household is composed by several nationals such as Japanese and foreign nationals of same household.  

The change of address procedure will become easier

If the change of an address (move in, move out, change place) etc. are submitted to the city, the notification of housing place change to the Immigration Bureau will become unnecessary.

The update procedure of the period of stay and the resident status will become easier

No further procedure to the city will be necessary, if the update procedure of the period of stay and the resident status done in the Immigration Bureau.   

The Certificate of Alien Registration will be changed to the "Special Permanent Resident Certificate" or the "Resident Card" in which the items mentioned of denomination will become simplified one by one.

Special permanent residents

The present Certificate of Alien Registration can be used to the term of validity. It will be changed to a Special Permanent Resident Certificate at the time of updating.

Permanent residents

Procedures should be done at the Immigration Bureau, to change to a Resident Card, within three years after the enactment of legislation.

The others

It will change into a Resident Card during the update procedure of the period of stay or the change of visa status at the Immigration Bureau.  

The foreign residents who newly create a resident card

Except for short stays (such as tourism etc.), having an address in side Japan, foreigners residing legally exceed three months.

1. Mid- to long-term residents （person subject to resident card issue）
2. Special permanent residents
3. A temporary refuge permission or a provisional residence permission
4. The progress sojourner by birth or the progress sojourner by denationalization 

Notes

• The resident card cannot be issued in principle because it doesn't become an object for the person other then mentioned above or those who doesn't have the resident status on the revised law enactment day (including those who don’t report the change in the period of stay according to the Align Registration Law). 
• However, enactment date of legislation and date of creation of the temporary resident card has not yet been decided.
